Phn c?p tr? l??ng khai thc n??c d??i ??t l m?t khi ni?m ? ???c s? d?ng t? nh?ng n?m 30 c?a th? k? tr??c nh?ng cho ??n nay v?n cn l v?n ?? m?i, th??ng xuyn ???c p d?ng nh?ng v?n ch?a c nh?ng h??ng d?n c? th?. Trong cng tc ?i?u tra, ?nh gi, ph duy?t tr? l??ng ti nguyn n??c ph?i ??a ra ???c con s? khai thc b?ng bao nhiu, ?? tin c?y c?a con s? tr? l??ng ? l nh? th? no? ?? tin c?y c?a nh?ng con s? ? th? hi?n b?ng c?p tr? l??ng do m?t h?i ??ng c th?m quy?n ph duy?t, s?p x?p.

Phn c?p tr? l??ng khai thc n??c d??i ??t l phn chia tr? l??ng ? ???c th?m d v ?nh gi ra lm cc c?p b?c c ?? tin c?y khc nhau. ?? tin c?y c?a con s? tr? l??ng ph?i d?a vo hng lo?t cc tiu ch. Hi?n nay trn th? gi?i ch?a c m?t b?ng phn c?p tr? l??ng khai thc n??c d??i ??t th?ng nh?t, m?i n??c c m?t quy ??nh ring. ? Vi?t Nam m?y ch?c n?m qua ch?a c tiu ch r rng, d?n ??n s? phn c?p tr? l??ng khai thc n??c d??i ??t kh kh?n v khng th?ng nh?t.

S? phn c?p tr? l??ng khai thc khong s?n c?ng nh? tr? l??ng khai thc n??c d??i ??t ? Nga (Russian code) [4, 5, 6] so v?i cc b?ng phn c?p tr? l??ng khong s?n c?a cc n??c Ph??ng Ty (CRIRSCO template) c nh?ng n?i dung gi?ng nhau v khc nhau [1, 2, 3].

Tr? l??ng khai thc n??c d??i ??t cn ???c b?o ??m thng qua ?nh gi tc ??ng mi tr??ng do khai thc n??c gy ra. Con s? tr? l??ng ? c ???c b?n v?ng hay khng cn ph? thu?c vo trong qu trnh khai thc n??c c gy ra nh?ng tc ??ng x?u ??n mi tr??ng hay khng, v d? nh? do khai thc n??c m gy ra ln ??t, mu?i ha th? nh??ng, xm nh?p m?n, nhi?m ngu?n n??c. Tr? l??ng khai thc n??c d??i ??t ???c x?p vo c?p cng cao th s? tc ??ng ny cng th?p v ph?i d? bo ???c s? tc ??ng ??n ?u.

3. Phn c?p tr? l??ng khai thc n??c d??i ??t

Tu? thu?c vo ?? chi ti?t c?a cng tc ?i?u tra ?nh gi n??c d??i ??t, ty thu?c vo ?? chi ti?t nghin c?u ch?t l??ng n??c v ?i?u ki?n khai thc, d?a vo cc tiu ch trnh by ? trn, tr? l??ng khai thc n??c d??i ??t ???c phn ra lm hai nhm v b?n c?p A, B, C1, C2, .

3.1. Nhm tr? l??ng

Theo m?c ?? th?m d v ?i?u ki?n khai thc, ton b? tr? l??ng n??c d??i ??t ? ???c th?m d v ?nh gi c th? ???c phn ra lm hai nhm: Nhm tr? l??ng trong b?ng cn ??i v Nhm tr? l??ng ngoi b?ng cn ??i.

X?p vo nhm tr? l??ng Trong b?ng cn ??i l tr? l??ng ? ???c ?i?u tra v ?nh gi c th? ??a vo khai thc m?t cch h?p l v? m?t kinh t? - k? thu?t vo th?i ?i?m hi?n t?i. ? Vi?t Nam tr? l??ng khai thc n??c d??i ??t ? ???c ?i?u tra v ?nh gi ???c phn chia ra lm 4 c?p l c?p A, B (tr? l??ng ?o ???c), C1 (tr? l??ng tnh ton ???c) v C2 (tr? l??ng ?? xu?t). Cc c?p tr? l??ng d? bo (P c?a Nga hay k?t qu? th?m d c?a CRIRSCO) ? ?y g?p vo c?p C2 (tr? l??ng ?? xu?t).

Tiu chu?n ch? y?u ?? phn chia cc c?p tr? l??ng A, B, C1 v C2 cho c? ba nhm m? (??n gi?n, ph?c t?p v r?t ph?c t?p) l ?? tin c?y c?a con s? tr? l??ng, ?? tin c?y xc ??nh cc ch? tiu v? ch?t l??ng, m?c ?? th?m d v ?i?u ki?n khai thc n??c d??i ??t. ?i?u ki?n khai thc ni ? ?y bao g?m s? l??ng l? khoan khai thc, h? th?ng phn b? c?a chng, chi?u su th? n?m c?a m?c n??c ??ng, l?u l??ng c?a l? khoan, kh? n?ng xc l?p ??i phng h? v? sinh.

Groundwater resources Classification is divided groundwater reserves have been explored and evaluated into into categories with different reliability. The reliability of reserve numbers should be based on a variety of criteria. Currently in the world there is not a hierarchical table exploitable reserves of groundwater uniformly, with each country having a separate regulation. In Vietnam currently using hierarchical guidelines exploitable reserves of groundwater is applied in the former Soviet Union. However, there is no clear hierarchy criteria, the application makes a difficult, not uniform . Currently we have access to table hierarchy mining reserves as well as reserves of underground water exploitation in Russia ( Russian code) with hierarchical table of mineral reserves of the western world ( CRIRSCO template ). Two tables are hierarchical similarities and differences. The basis of the hierarchy of the water reserves of the West is based on the distribution of the mines, access to material and economic factors. In contrast, research in the Russian Federation reserves the hierarchy was developed in 1960 by the former Soviet Union is based on the goal of exploration, and computational results reported reserves .

From the analysis evaluated reserves two tables hierarchy groundwater analysis in the paper, in the framework of implementation of the subject content KC08.06/11-15, the authors have proposed hierarchical table, called level of rgroundwater reserves used in the context of Vietnam, and 5 special criteria proposed as a basis for decentralization exploitable reserves of groundwater.
